The Pulaski County Detention Center operates as the county's main jail in Somerset and serves local police departments, the sheriff, Kentucky State Police, and probation and parole matters. Because the jail houses county, state, and federal inmates, the roster can include people whose legal authority is not purely local.
The roster is the current and recent custody tool. It is not a complete court database and it is not a statewide prison file. The app assets show Current Only and Released search modes, plus a released-in-last filter of 7 or 30 days. Find Pulaski County and State Inmates

Booking Process in Pulaski County
After an arrest by a Pulaski County agency, the person is taken to the detention center for intake. The booking record can include the name, booking number, book date, possible offender image, arresting agency, charges, warrants, case numbers, bond fields, and holds. The jail's mail page uses a Phoenix, Maryland processing address and requires the facility name, state, inmate legal name, inmate identifier, sender name, and sender physical address. Do not send checks, money orders, or attorney-client privileged mail to the Phoenix address. The research also notes restrictions on greeting cards, colored ink, books, magazines, newspapers, hand-drawn pictures, and non-English letters.

Pulaski County Booking Records Requests
For jail records not shown online, the detention center names Capt. Kevin Russell as open-records custodian. Requests are mailed to Capt. Kevin Russell at Pulaski County Detention Center, 300 Hail Knob Road, Somerset, KY 42503. The jail policy PDF says requests can be submitted Monday through Friday, 8:00 AM to 4:00 PM, excluding holidays. Current KRS 61.880 gives agencies five days, excluding Saturdays, Sundays, and legal holidays, to determine whether to comply.
The open-records route is most useful when the public roster does not show an older booking, when a released profile no longer appears in the short Released search window, or when a person needs a copy of a specific jail record rather than a live custody screen. The jail policy also says inmate or employee information requests go to the jailer or designee and may be withheld when release would interfere with safety, security, facility operations, administration, or inmates. That limit matters for housing details, medical details, staff records, PREA-related material, and records tied to an active security issue.

Kentucky VINELink is available statewide for custody searches and release notifications. It should be treated as an alert and notification tool, not the official source for every jail record. The research notes that Kentucky VINE had a temporary 2026 outage after vendor-caused false release alerts, so urgent release or transfer information should be verified directly with Pulaski County Detention Center or KDOC before travel or bond decisions.
The Pulaski County Sheriff's Office launched a PulaskiCo Sheriff tip411 app in 2022 for alerts and anonymous tips, with text tips using keyword PCSOTIP to 847411. The research did not find a current official detention app or app-only roster.
